Steam Won't Start

Hello guys. I enabled multilib repository, then I install steam, 32-bit version OpenGL graphics driver(which is lib32-nvidia-utils) and generate en_US.UTF-8. However, neither steam runtime nor steam native will start. Here terminal output:

I think we're missing some info here. Is this your very first time installing Steam on Arch and on a new Arch install? Are you trying to install Steam on a external device or is this on your main hdd? Steam hates non-traditional install locations and customizations. Did you happen to upgrade to Beta to use Proton and it broke? Did you upgrade your system and/or kernal and/or GPU drivers recently? Have you manually broke anything in the steam install dir?

Lastly, if you wanna take a shot on something I used once years ago, try launching Steam like this:

LC_ALL=en_US.UTF-8 steam

if it works, just export LC_ALL=en_US.UTF-8 and it'll be in your user environment variables.

EDIT: Sorry, missed the bit where you said you tried the native launcher already, took that suggestion out. Also, before messing with anything, if you did do any kind of big system update or reinstall and haven't rebooted yet before trying steam, do that..

Have you properly let steam install the runtime libraries? Even with steam native it still downloads them it sounds like a corrupted version, what happens if you issue:

rm -R ~/.steam

Do this in the terminal that you have installed then reload it again and let it go through the popup installation and see if it then works as normal sometimes steam has glitches with the runtime installation I had it on Ubuntu, Deepin etc. However my version of steam native is with the fresh install and with nvidia installed and it seems to work as normal and as expected so it may actually be a corrupted folder, if not we'll have a look at this further.

You have to enable/let locale-gen generate an en_US.UTF-8 locale. You don't have to actively switch to it, it just has to be generated.
