Previously I was able to open multiple instances of pavucontrol, the gui sound control panel for pulseaudio.
Now, I am not able; only one can be started by invoking it from the command line.
Is there any way to regain that functionality?

Without adjusting the code and removing the offending commit, no. FWIW what's the usecase for having more windows open?

..when were you able to? that commit is from 2017

the freedesktop page lists single instance protection as a version 4 addition, so using a version 3 from AUR should provide you with an old enough version

Well there wasn't an official update to pavucontrol before "now", and the few additional commits that have been added on top of 3.0 didn't seem to include that yet.

Unfortunate but satisfactory answer, I will mark as solved. Thanks.
As late as linux kernel 4.20 I used to have 2 windows of it open, one set to the programs (Playback) tab and the other set to the Output Devices tab, or one to playback and one to recording. Very sad to have to adjust my workflow because someone decided so.

I mean, you could always just use your pacman cache to install an older version, if you want a newer but not that old one.
you should take a gander at the pacman page.
