Basically, for the past month, multiple times a day, I've found that when I open or close an application, the task-manager (taskbar) doesn't redraw correctly.
Most of the time, the issue is the first-position drawn application that does not show as what the actual application is, but rather one of the other taskbar-drawn applications.
It ends up automatically correcting itself ONLY when clicking on one of the taskbar applications... until a later time when an app is open/closed.
You'll see two attached images that show the Before (during) and After effect.
In this case, the Before image shows the first position was drawn as the Google Chrome browser with the specific title page. Hovering over it show the ACTUAL application which is Visual Studio Code.
After clicking it or any other taskbar item, the drawing gets corrected for awhile.
I may have to pay more attention, but I could swear that sometimes when I click on one of the other listed applications in the taskbar (not in the first position), it actually isn't what comes up. Maybe the drawing has it all shifted over or something.
I've tried a bunch of things like setting compositing for XRender instead of OpenGL (have to do it anyway because of other bugs), and fiddling with the Task Manager->Behavior.
I actually disabled the "Show Tooltips" (application "preview") for yet another bug which causes a memory leak with regard to pixmaps.

This frankly sounds like your graphics setup is broken, rather than an actual issue in KDE. What's your hardware? Outputs of

kscreen:I'm guessing one might make the simple suggestion I perform an upgrade with no backing on the reason an upgrade WOULD be the difference-maker... (eg. nothing in the changelog to denote a fix for a broken change introduced in previous updates).
I do hope it is something as simple as a setting, but that's one heck of a setting to cause a bug.
There have been bugs on the book for years, like the desktop file rearrangement, before a community member stepped up and introduced what they determined to be the cause.
I know my Haswell is fairly old, but I see no reason to update that either unless it's specifically being called out as deprecated hardware (eg, it may work, but no fixes will be made in future software/driver updates).

What are your "other" bugs when using OpenGL? I'm fairly certain that the symptoms you point out are known and hard to workaround side effects of relying on xrender. OpenGL is rock solid for me. FWIW are you currently using xf86-video-intel? It has known problems with KDE since the dawn of time and is generally in a limbo state on whether it is being updated or not, it is often reccommended to instead use the xorg built-in modesetting driver. You could test that out by removing xf86-video-intel and removing any manual xorg configuration you might have made.
Also ensure that you have not accidentally enabled software rendering in plasma by any means, check and ensure that everything is set to "Automatic" when you run "plasma renderer" from Krunner (Alt+F2 or Alt+Space) and that you don't set some Qt environment flag to the same effect

Other bugs are like video rendering stuff. An example would be when using Kodi, sometimes (seemingly random) the video would appear to just stop.
If I went to the KDE Compositor and switched it from the current OpenGL v# to a different one or xrender, it would be "fixed" for awhile. But with xrender, I NEVER encounter that sort of bug.
Nope, I don't have xf86-video-intel installed anymore. I've read about it in the wiki and elsewhere, and also toyed around with /etc/X11/xorg.conf.d/....conf with no consistent results.
