I'm trying to get my laptop's dual GPU setup working with nvidia-xrun. After installing nvidia, my startx script succeeded but with a black screen if I ran it after a boot but before an nvidia-xrun, but if I ran nvidia-xrun, exited, then ran startx again, it worked.
Eventually I traced this down to nvidia_drm being loaded on boot and unloaded when nvidia-xrun exited. Blacklisting nvidia_drm "fixed" it, but I'd like to make it so that I can have one VT using integrated and another using nvidia. Is there a way to get this to work so that normal xorg works without unloading nvidia_drm?

Blacklisting nvidia-drm is the fix, you don't want it to be loaded by default (and/or additionally disabled by using bbswitch, as mentioned on the wiki). This shouldn't inherently have an influence on your VT attempt, as you should be able to start the intel xorg server before the nvidia-xrun enabled one.
To literally answer the question, set up a xorg config that exclusively loads the intel card for your normal session and not for the nvidia-xrun session. E.g.
