Found it strange that pacman (and checkupdates) was saying for over a week on my server that there was nothing
to do.
So I copied the mirror list from my dev machine to the server and it worked immediately.
Here is the pertinent part of the diff:

That diff is not very informative - what are the common lines that were suppressed? Only the first mirror in the list that responds is used, so from your description of the symptoms, yes something is wrong with one of the mirrors in your old list: the first one. But the content of your post does not make it clear whether or not that problematic mirror is on the right hand side of that diff output.
