When I scroll the pages in Firefox, some strange horizontal lines with some kind of blur effect appears on my screen. Is this situation called tearing? How can I fix it?
I use Nvidia GeForce GTX 550 Ti (GF116) video card with nouveau video driver. I've tried to switch to the proprietary driver, but it doesn't help at all. When i disable smooth scrolling the lines disappear.

Is not "tearing". Tearing happens when the scanout buffer is not in sync w/ the outputs vblank interval. If there's a static offset, you'll get one fractional line (no blur) if it's completely randomly async, the line jumps across the screen.
When i disable smooth scrolling the lines disappear.
Sounds more like a client (FF) bug.
Try glxgears. It will tell you whether the output is sync'd (so the fps are capped) and it's usually pretty good at exposing vsync issues.
Edit: maximize the glxgears window or somehow otherwise ensure that it crosses the screen area where you've seen the issue w/ FF.
