Different cursor sizes on different resolutions

I use my internal laptop screen with 1920x1080 resolution and another one, which is 2K. The cursor size differs within different apps. Firefox and Slack use 24, Telegram and some other GTK3 apps use 32 to 48 (one size, but I did not measure it, more like 32). I have

gtk-cursor-theme-size=16

in both ~/.gtkrc-2.0 and ~/.config/gtk-3.0/settings.ini. How do I make my cursor of consistent size across all X11 apps? I guess it has something to do with DPI.
