Arch is very rolling distribution. But when it comes to the XFCE DE, it is quite outdated. At this point Manjaro, Fedora all use XFCE 4.13.
XFCE 4.13 is not new - it's ~ a couple of years old.
On the other hand, I love the GTK3 effects we get with XFCE 4.13 with some specific themes. 4.12 is quite straight forward in that case.
How can I get XFCE 4.13?

By building it yourself?
Arch's XFCE packages are not outdated, 4.12 is the current stable release (4.13 is the development version that will become 4.14 when ready).

4.13 is also halfway broken currently, but if you want it you can grab it from aur.

Ok, that's weird. Because Arch is meant to be bleeding edge rather than going stable.
However, I got the source codes: http://archive.xfce.org/xfce/4.14pre1/src/
I have installed the new xfdesktop, xfwm4, new xfce4-panel and settings.
I love the new polish look and feel now!

I've no idea where you got that from but it's simply not true.
