Dualshock 3 controller pairing connecting and disconnecting

This used to work fine for me. Not sure what changed. The controller works fine when plugged in. But after trusting the device, unplugging it, and pressing the center playstation button, it starts a connecting and disconnecting loop like below. Anyone seen this before and have any troubleshooting suggestions?

downgrade to 5.0.13 kernel, lts has the same problem.
