Cinnamon (4.2.0) gtk-update-icon-cache doesn't work

One of the icons on the desktop keeps changing its location every time I reboot or wake the system. All others stick to where I have placed them but this one simply won't stay put.
There's also this problem with Steam creating shortcuts for games but the icon it creates is not the game icon. Instead, it has the Steam icon. For instance, I want a shortcut for American Truck Simulator and icon that appears is the blue one of Steam (not the ATS icon).
So I tried using gtk-update-icon-cache, even with sudo attached to it and it didn't change anything - that one icon still changes its place and Steam continues to put the wrong icon to shortcuts.

Help, please?

The recent Cinnamon update broke a lot for me, which is a first since it's one of the more stable DEs I've used. Did this start happening recently?
