Mh, youre trying to install a languag pack or something like this it seems ?
Well, the answer is already given by makepkg/pacman
requires: mbrola
requires: festival-italian
Install those two first and then go on with the italian one u are trying at the moment.

Hmm, there dont seems to be a package in arch linux, you have to make a PKGBUILD by yourself then i guess.
1) Get the source code from developers page
2) cp /var/abs/PKGBUILD.proto to your home and modifiy it (like name, version and so on)
3) run makepkg and see what u get
If u come to trouble post here again

If yuo mean mbrola source code, then I have mbrola executable, but do not known where need it paste.
$ cp /var/abs/PKGBUILD.proto
