udev does not create by-id symlink

Hello.
After another update udev seem to ignore the persistent-input rule and does not create a symlink in /dev/by-id for an input device if bInterfaceNumber is equal to 0.
E.g I got a Logitech G502 mouse and the symlink is only created for interface 01 (which is some control crap), but not for the mouse input. Looking into /lib/udev/rules.d/60-persistent-input.rules:

You did not include which versions are affected so at a guess https://github.com/systemd/systemd/issues/13518
