Storage upgrade post-install

I currently have my entire Arch system and stuff on a 1TB HDD.
I have recently acquired a 2TB HDD from my dad for free since he doesn't need it anymore. He is happy for me to wipe all the data from it.
My current partition setup is this:

kevin@Kevin-B350MA /etc/gdm % lsblk
NAME MAJ:MIN RM SIZE RO TYPE MOUNTPOINT
sda 8:0 0 931.5G 0 disk
├─sda1 8:1 0 500M 0 part /boot/efi
├─sda2 8:2 0 500M 0 part /boot
├─sda3 8:3 0 4G 0 part [SWAP]
├─sda4 8:4 0 40G 0 part /
└─sda5 8:5 0 886.5G 0 part /home

I wish to move my /home partition to my 2TB HDD, increase my root (/) partition to 80GB, and have a Steam partition on my 1TB HDD (about ~500GB). The Steam partition will be mounted at /home/Steam/, and I also want to leave about 100 to 200 GB of space for my Windows 8.1 partition. I've yet to install Windows.
My question is, how would I do all of this, and still keep all my data? I get that I will have to reconfigure /etc/fstab and re-install and reconfigure GRUB.

(Optional, doesn't need to be answered now) - Also in the future I plan on buying a 250GB SSD to store my root partition and possibly my Windows 8.1 OS on. How would I move my root partition and if possible my Windows 8.1 partition to a new storage device?

I'm not sure what level of information you're asking for. You have to partition the new disk, move your data in a way that retains owner and permissions and then care about fstab and the bootloader.

There is a wiki article "migrate installation to new hardware". Start there and ask smart questions.

Mod note: not an installation issue, moving to NC.

I have read the article, but I still don't get how to move the data in a way that retains owner and permissions and metadata.

I read the ArchWiki article on rsync. It says it needs to be installed in both the source and destination machine. Does that mean I need to install it on my other 2TB HDD as well?

Re: Storage upgrade post-install

Machine != hard drive or mountpoint.

Ah OK. Just thought that the term "machine" was a bit ambiguous in this context.
Will initiate the process when I have time since I have about ~370GB to copy (probably weekends since schoolwork is a tonful on weekdays).

It is. The man page refers to hosts, which is much clearer.

man rsync wrote:

Rsync  copies  files  either  to or from a remote host, or locally on the current host (it does not support copying
       files between two remote hosts)

Re: Storage upgrade post-install

Just finished doing the process. It worked.
Some caveats:
- I omitted the Steam partition, because apparently mounting to an already existing /home/Steam doesn't work
- This means I've dedicated 886 GB of storage for Windows 8.1, because right now I can't think of anything else that will fill the space

Happy with my system now!
