How to build and launch simple JavaFX app?

I have the following packages installed:

java-openjfx 13.u14-1
jdk-openjdk 13.u33-1

I've also set PATH_TO_FX manually in ~/.bashrc.

I am following these instructions:

This is what I get:

$ echo $PATH_TO_FX
/usr/lib/jvm/default/lib
$ wget https://raw.githubusercontent.com/openjfx/samples/master/HelloFX/CLI/hellofx/HelloFX.java
...
$ javac --module-path $PATH_TO_FX --add-modules javafx.controls HelloFX.java
$ java --module-path $PATH_TO_FX --add-modules javafx.controls HelloFX
Error occurred during initialization of boot layer
java.lang.LayerInstantiationException: Package jdk.internal.jrtfs in both module jrt.fs and module java.base

Obviously, there is no window showing.
What should I do?

UPD: with java8-openjfx and jdk8-openjdk it works perfectly and without --*module* options.
