Trying to do a diskless install but getting kernel panic due to no fs

I'm following https://wiki.archlinux.org/index.php/Diskless_system with NBD and hitting a wall with this. Client gets to grub menu and starts loading the kernel, but then there is a panic due to having no root. root=/dev/nbd0 is passed as kernel param but it doesn't seem to matter. Kernel panic says no file system available and doesn't mention nbd anywhere. When I run lsinitcpio on initramfs-linux.img that was generated by mkinitcpio and is being served to client, fstab is completely empty. How would that happen?

Here is the grub config:
