I am trying to download AMD's proprietary drivers for my Radeon R7 265 graphics card, but I encounter the following error:

The error is pretty clear, it only works with xorg server 1.10 and below, which became obsolete in 2011.
Might want to read the AMD wiki page.

What problem are you trying to resolve by using the fglrx driver? What can the open source driver not accomplish?

I am not sure how to proceed with "Set required module parameters" and "Set module parameters in kernel command line" steps. Should I edit the grub config file? If so, where exactly should I place these commands?

Would it make a difference if I did both? And how do I know whether my graphics card is SI or CIK?

It wouldn't but it's just unnecessary, FWIW kernel parameter is "more guaranteed" if you've added the module to your mkinitcpio.conf as well. As for knowing which either google, or read dmesg as outlined in the amdgpu article, or just set all of them.

Gentoo wiki tells that it is SI. Would enabling the support of both hurt though?

Yeah, I'm a bit cautious, sorry. I did as you said and it seems like I can play EU4 without freezes now, so I guess it worked. Thank you a lot for your patience with me and help, I marked the topic as solved.
