I'm a Vegas Pro user, and straight up can't figure out a way to get it working properly in Wine. I decided I'd instead try the video editors on Linux.
Are there any video editors that I either have by default or can be configured to have +/- for pitch shift, S to split a clip in half at the timeline cursor, and shift+drag to stretch?

Try Cinelerra GG Infinity (not Cinelerra-CV listed on the recommended page). Instead of S has X, etc; but all shortcuts are listed in the manual.
