How to change system language without changing keymap

Hello there! I'm using Turkish keyboard and now my system is set up to tr_TR.UTF-8. I can use my keyboard without any problem but my systems language is Turkish too. I want to use my system as English with Turkish Q Keyboard. How can I change my systems language to English with keep saving my keyboard settings.
P.s: I'm using I3WM

How did you install Arch?

Did you use the install guide?

As far as I know, keyboard layout and locale are separate configurable items.
