Blueman is also present, but when I run Blueman I get a little spinning icon for a few seconds and then, nothing. No crash no error.

The bluetooth status seems to be okay. This could be a graphical bug. Did you try some stuffs from the troubleshooting wiki section?
Let's see at least if you can use it using the cli:
type in the terminal
bluetoothctl
then
scan on
If you don't get any error/crash from the cli, you can ditch blueman and try another graphical package.

I know this isn't Windows but do you think uninstalling and re-installing everything will help?

I did it, I don't know what I did but I did it an it works, well, when I say works I mean I can connect to other devices, The service is very unsatisfactory but this is 7 year old hardware trying to talk to last years phone so maybe I was optimistic. I learned some though.
