[SOLVED] Regular micro-stutters after upgrading to RTX 2070 super

I recently upgraded from a GTX 750 to an RTX 2070 super, and have noticed regular stutters under arch. There is a small stutter approximately every 0.5 seconds. It is noticeable when playing games, scrolling, and even just moving the mouse. It starts as soon as I boot and does not go away.
I can verify the issue by going to, where I see very regular spikes. Screenshot: … nknown.png

My system:
CPU: Ryzen 2700x
GPU: Gigabyte RTX 2070 Super Windforce OC
Mobo: ASRock - X470 Master SLI/AC
PSU: Corsair RMx 550
WM: i3
Displays: Acer K222HQL 1920x1080@60, LG W2452 1920x1200@59.95, HP 24fw 1920x1080@60

I do not notice the issue when booted into windows 10.

What I have tried:
Updating arch
Setting ForceFullCompositionPipeline in nvidia-settings and/or in /etc/X11/xorg.conf
Playing around with monitor refresh rates in nvidia-settings
Playing around with the opengl settings in nvidia-settings (sync to vblank, etc)
Using picom
Enabling triple buffering in /etc/X11/xorg.conf

/var/log/Xorg.0.log -- well that would be the issue. My xorg log is being flooded with messages that look like the following:

As soon as I unplug the offending monitor the issue disappears. Well thanks for being my rubber duck, I will post this anyways as a reference so nobody else has to go through this themselves.
