Gnome is scrunching the wallpaper up into a smaller size so that it doesn't take up the whole screen. It displays it in the top-left corner of the lock screen. The wallpaper is displayed normally other than on the lock screen. The wallpaper and the screen resolution are the same.

After the latest update(s) on ArchLinux today, this issue went away. Assuming it was a bug.
