$ pacman -F file.so
extra/kio 5.68.0-1 (kf5) [installed]
    usr/lib/qt/plugins/kf5/kio/file.so
extra/lirc 1:0.10.1-4
    usr/lib/lirc/plugins/file.so
$ pacman -F tags.so
extra/baloo 5.68.0-1 (kf5) [installed]
    usr/lib/qt/plugins/kf5/kio/tags.so
$ 

kio plugins are normally used/started by by something else, try figuring out what that something else is .
Given the output, spectacle (kde screenshot utility) looks like a strong contender.

Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
