Secondary monitor not respecting gnome workstations

When I switch workstations, the workstation only switches on the left monitor - the right is always unchanged. If I manually drag a window on the right monitor to another workspace, it's also switched to the left monitor.

I'm running gnome version 3.36.0.

Any advice for debugging, or has anybody else encountered this?
