I'm having issues with keyboard shortcuts and multiple devices in KDE Plasma. The shortcuts are all default and I didn't change anything. Everything works as expected until I connect a second audio device, which is external bluetooth speaker.
When the speaker is connected and chosen as a default playback device the shortcuts change volume for both bluetooth speaker and laptop internal audio card (OSD shows the volume of internal audio card). If I choose internal audio as the default device this doesn't happen, the keyboard shortcuts in this case only change the volume of the internal audio.
Also this behavior happens only when using keyboard shortcuts. If I change the volume using the slider in the Audio Widget everything works as expected.
EDIT: I now figured out that keyboard shortcuts sometimes don't even change the volume of the bluetooth speaker, even if it's set as a default playback device (e.g. when no sound is playing; when sound is playing the behavior is as explained above).
SOLVED: This seems to be caused by both KMix and Audio Volume Widget being started on KDE startup. Both services starting is the default behavior on fresh install which is strange. Just for the record, I didn't install both of them deliberately. Everything was included when installing KDE using meta packages.

Man, thank you so much for this solution. It was really very annoying.
I knew it's the KMix issue, but when I quit it, it makes some errors. So, I had to reboot and it's done.
