Using nvidia-settings, under PowerMizer, I can see four Performance Levels (0, 1, 2 and 3), which the hardware seems to cycle through based on workload.
While the performance level is set to any of the last three (1, 2 or 3), the system seems to operate normally, but when there's not much going on, and the performance level is scaled down to the lowest (0), the framerate for the whole system drops to something well under 60, and it doesn't pick back up until there's enough activity on the system to trigger a shift to a higher performance level.
I know I can simply change the mode from Adaptive to Prefer Maximum Performance, and peg the performance level to the highest (3), but it feels wasteful in terms of power usage, and I would instead prefer to simply set a lower bound for Adaptive mode, so it never goes below level 1.
Is something like that possible?
