Can't network via iPhone USB tethering

I've done the prerequisite search:

I have confirmed that I can pair with

idevicepair

. And I've confirmed that

usbmuxd

is running. When I attach my iPhone via USB and I run

nmcli device

, I expect to see another device there, but I don't see it there. I see four devices:

wifi, wifi-p2p, ethernet, loopback

.

What do I need to do to trouble-shoot this issue? How can I get iPhone USB network tethering to work?

I don't use iThings, so forgive me if I miss something obvious.  On Android, one must first connect the the phone by USB *and* , from the phone, enable USB tethering.  I assume that is a prerequisite on iPhones as well.

Having done that, does the phone appear in the output of ip link   ?.  Compare the output of that command to the output of that command when there is not a phone attached.
