Hardware video acceleration doesn't work

I have i5-7200U so according to Arch wiki I installed intel-media-driver and libva-utils to check if it's working then I rebooted.
Unfortunately when I run vainfo I get following message

vaInitialize failed with error code -1 (unknown libva error),exit

I use optimus manager and modesetting as intel driver, because it's recommended.
I've also tried chromium-vaapi and I get these messages: (ignore-gpu-blacklist flag doesn't change antyhing)

Youtube still consumes even 70% cpu :\

Have you made sure you have the correct environment variable(s) for LIBVA_DRIVER_NAME? It should be iHD.

There are issues with vaapi in chromium-vaapi build rn iirc - check the mega thread for better info.
