I noticed some Steam games, Gnome extensions and other Gnome app related settings like Evolution passwords have gone missing.
Where could I read on what all gets stored in ~/.local on Arch?
Should I reinstall or can this be salvaged?

Reinstalling won't help. You either need to restore from your most recent backup or redo the setup of all the apps

That folder is not archlinux-specfiic but comes from the XDG Base Directory standard, see https://wiki.archlinux.org/index.php/XDG_Base_Directory
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

If you reinstall you will not have a user account until you create it post-install. If you do not have a user account, there is no "~". If there is no "~" how could their be a ~/.local?
Reinstalling is never a solution. Just get that out of your mind if you want to effectively use an arch system.
