wine and istallers problem

After version 5.3 wine can run many installer files. E.g. LTspiceXVII.exe. It will fail with

Dll Loaded.
Dll Unloaded.
Dll Unloaded.
0024:err:module:LdrInitializeThunk "setupapi.dll" failed to initialize, aborting
0024:err:module:LdrInitializeThunk Initializing dlls for L"Z:\\home\\firewalker\\Downloads\\LTspiceXVII.exe" failed, status c0000142

Programs previously installed runs just fine.

If I downgrade to version 5.3, I can run the installer and the program will run fine with the latest version.

Is it a bug?
