Sometimes, bluetooth keyboard and mouse will not connect.

Most of the time this happens when I start my PC from a cold boot after it's been off for a while (overnight, a few hours, etc.)
Interestingly enough, when this happens, I can plug anything into a USB port and my devices are immediately able to connect.

This is the output of "journalctl -b " with relevant lines:

7:37 is start of boot, and at 7:39:17 is when I plug the mouse's included USB dongle, and immediately it begins to work via bluetooth.
I've checked other logs but I do not see any relevant information or errors.
I believe this first started happening a few days ago, so here is a list of things installed or upgraded beginning a day or two before the first occurrence.

[2020-06-20T15:55:27-0700] [ALPM] installed iwd (1.7-1)

A few other things to mention:
AutoEnable is set to true in my bluetooth conf.
sudo systemctl status bluetooth shows no errors, and is said to have started at boot.
bluetoothctl works fine.

Any ideas on what could be causing this strange issue?
My first suspicions are that somehow iwd is interfering with bluetooth, or that I should perhaps downgrade to the 5.7.2 kernel.
