After yesterday system upgrade I found my locale `LC_TIME=ru_RU.UTF-8` is no longer set inside KDE. FWIW I have never set it in system settings (I have it in /etc/locale.conf and /etc/environment). Apparently KDE started ignoring system-wide settings.
Oh well, whatever, I open `systemsettings5 → Regional Settings → Formats`, and trying to change `Region`. And I find there's no `ru_RU…` locale! For Russian there's just strange 3 locales, none of them I ever heard of: myv_RU, cv_RU, ba_RU. Soo odd.
Well, whatever, I've randomly chose this mysterious "myv_RU" locale, reloaded graphics session. It is now inside $LC_TIME, so it seemed to work. Except… Now, `rofi` refuses to start with error `Rofi-WARNING **: 20:53:27.269: Failed to set locale.` and gnome-terminal prints a warning `Locale not supported by C library. Using the fallback 'C' locale.`.
I am so confused, any ideas how to get the usual ru_RU locale working in KDE?
UPD: I should note, in a VTY the ru_RU locale works just fine, and it is set there by default, so it's something with KDE.

I asked on IRC, they say it is apparently this bug. They say Archlinux have to take the patch that fixes it. I'll create a report.

I created a report. For now I downgraded plasma-workspace package down to 5.19.2, and LC_TIME is no longer overriden.
