Every time when I reboot, have to unplug my USB devices (USB 3)so I can choose my system to boot.
USB C can be plugged in - no problem. Only USB 3 has this issue. Any Ideas? I have 1 USB 3 slot.

I can't really understand what you mean here.
Are you saying you cannot reboot when any device is plugged into a USB3 plug?
Did you do any testing to see if maybe it's device specific?
What does systemd/journal say is happening there?
