Post install steps (creating user for service)

I've figured out how to build a package but I can't find any documents on what should go in a package or any standards on managing users or services.

I'm specifically stuck on creating a user to run my service as.  This should happen outside the package build process but I don't know enough about what happens next to find those documents.
