Cannot boot system with iommu option enabled in UEFI

Hello,

I recently tried to mess with IOMMU and VFIO to passthrough my GPU into Windows VM, but I got into an obstacle. My arch setup won't boot if I enable IOMMU in UEFI. System starts, but immediately after boot prints an error:

AMD-Vi: Completion-Wait loop timed out

several times. Boot then hangs on some systemd message. I am unable to get into other tty by ctrl+alt+fX.

My specs:
MSI X470 Gaming Plus
RX 5700 with XT BIOS
R5 3600X
Kernel 5.9.1-arch1-1

What could be the culprit here? I searched the web and some people are advising adding iommu=soft, pci=noats or amdgpu.runpm=0 with disclaimer it induces some kind of performance penalty.
