As someone who came from macOS, I'd like to utilize something similar to what it had with Alt keycodes. Some examples of this are Alt+n producing a tilde over the next keypress, Alt+o producing umlauts over the next keypress, or Shift+Alt+/ (or Alt+?) producing an upside-down question mark. Would it be possible to implement something similar here?
I have looked some over the following wiki pages, but I would be very appreciative of any guidance here, particularly if there is anything prebuilt I could install to have this sort of functionality available.

As a side note: All of my keyboards are QMK-compatible, so I suppose I could wire something like this into each keyboard, but doing so would be a bit tedious. Hoping I could have something like this within my OS itself rather than flashed over to each keyboard.
