Hi. The rules say:

Any image with dimensions greater than 250×250px or over 50 KiB in size will be removed.

I understand it as saying that links to such images will be removed since there is no way to upload an image to a forum.

Well, `systemd-analyze plot` produces an SVG image of size about 100 KB. I don't know how to compress it.

No that doesn't concern links, you can directly embed an image with the [ img ] tags and those shouldn't be past that size.

To elaborate a bit, the size restriction is not due to server storage space - as you have correctly noted no image data is actually stored on the server for either [ url ] or [ img ] tags.  But the rule exists for the benefit of other forum users who happen to have limted bandwidth: they should be able to open / view threads without worrying about large images auto-loading and using up their bandwidth.  So the community rule exists for size constraints on images linked in [ img ] tags because they are automatically loaded with the page; there is no size restriction on images linked by [ url ] tags (or just a text link which the forum software autmatically converts to [ url ] tags).
