It seems that you have manually removed some files and now pacman shows conflicts, as seen in the log you attached.

Removal of files from the filesystem would not produce pacman detecting conflicting files. The error is caused by files being present on the filesystem that are not tracked by pacman either due to not being installed by pacman or pacman's database becoming corrupt and losing track of files it installed.

Exact problem happened to me. And I have not touched any files, just doing my weekly update.
pacman -Qikk libinih gives;
error: package 'libinih' was not found
pacman -Qo /path/to/file gives;
error: No package owns /usr/lib/pkgconfig/inih.pc
for all of the conflicts files.

I've got a similar issue, on a pretty fresh install I did for my son. Nothing manually touched or removed, only one thing installed from AUR (teams) which doesn't seem relevant.
His current xfsprogs package (5.8.0-2) doesn't list libinih as a dependency. The package dependency list is: h util-linux-libs icu device-mapper
He does not have the libinih package installed. He also doesn't seem to have any of the files which would be contained within the libinih package.
Strangely, if I sync pacman (regardless of mirror) it cannot even find the libinih package. Community is enabled.
Not quite sure what is going on, but it's not as simple as having manually installed some conflicting files.
Also - am I wrong in thinking it's strange for a core package to have a dependency within community? Or is libinih imminently going to be moved to core?
*EDIT*
It turns out community doesn't work at all - it is enabled in pacman.conf, and on an -Syu it reports it is syncing / up to date. /var/lib/pacman/sync/community.db exists but is 0 bytes in size. Changing mirror and trying to re-sync doesn't make any difference. Don't know why. Strange.
I still don't understand why the xfsprogs package he has has different deps.

xfsprogs 5.10.0-1 is in core and has a dependency on libinih 52-1, libinih 52-2 is in testing and will be moved to core when it leaves testing.
So the system is not up to date and is syncing against a broken mirror. Please be careful not to thread hijack.

Sorry for the hijack. I thought it was similar, but turns out a separate problem just happened to be same package involved.
You're of course right it was syncing against a broken mirror. It had been ever since install a couple of weeks ago. Most things had worked fine, this was the first sign of any trouble. Now all fixed.
