tl;dr My laptop's monitor runs with 60hz when not plugged in. When plugged in, I get 300hz. Tinkering with xrandr or nvidia-settings doesn't help. It works with other distros. What settings/configs should I check?
Please note: My Laptop is a "Desktop Replacement", running a Desktop-CPU (no integrated graphics) and a Desktop-GPU (Nvidia RTX 2070). Therefore I didn't post in the laptop section.
What I tried:
Setting the refresh rate with xrandr (output below). xrandr tells me, my display runs with 300hz but it obviously does not.
Setting the refresh rate with nvidia-settings. Again, nvidia-settings tells me, it runs with 300hz but it obviously does not.
reconfiguring Xorg. I tried using a skeleton config file and the config files from an other distro, that does not have the mentioned problem.
downgrading/upgrading the nvidia drivers.
disabled all power saving mechanisms (known to me): tlp, auto-cpufreq
checked dmseg for conspicous output (not really sure what to look for here)
I am running i3 with no composit manager. When in login with the power cables attached, the display runs with 300hz, even when I pull out the cables mid-session. When I login with no cables attached, it will run with 60hz an keeps at that refresh rate, when the cables are attached again until I logout/login again.

If you say that it works with other distros, you should figure out what versions of the kernel and xorg they use.
Also check if you have the same issue with the LTS kernel on Arch
