Intermittent stutter with video playback

Hey all,

I recently got an odd stutter with video playback that I can't seem to fix. It occurs frequently and at random, it will last from a few seconds to a few minutes and happens about 30% of the time I watch videos. WARNING this video has flashing lights: I recorded it happening on my phone at 240 frames, you can see that frames are being repeated and it's not just a freeze or series of freezes.

It happens in VLC player, MPV and Youtube on Firefox. It also happens on both of my monitors. I've had this install of Arch for around a year and never had this issue before. I dual boot with Windows 10 and cannot replicate it there so it doesn't feel like a hardware problem.

Has anyone seen this before? Or any tips of diagnosing it? Happy to post any logs you might find useful.

What hardware and drivers are you using?

I have an RTX 2060 and have installed a couple of drivers recently but right now I am on version 460.39.

Basic info:
Kernel: x86_64 Linux 5.10.11-arch1-1
Shell: bash 5.1.4
DE: KDE 5.78.0 / Plasma 5.20.5
WM: KWin
Disk: 9.1T / 19T (49%)
CPU: Intel Core i7-3770K @ 8x 4.3GHz [52.0°C]
GPU: GeForce RTX 2060

Xorg or wayland?
Does the nouveau driver have the same problem?

Side note, not actually knowledgeable on this subject, but am trying to learn and help at the same time.

Xorg, I could never get wayland to work. I have tried removing the drivers but couldn't get it to boot with nouveau (I didn't have long to try). Since doing this it does seem better, if not fixed. I'm going to look into it more later but since it's intermittent it's hard to judge if it is really fixed. Thanks for jumping on and helping. Will post again tomorrow with an update.

No still not fixed it does seem to be happening less right now though. I'm not sure what to try next short of a reinstall of Arch.
