i have a problem with my bluetooth

Hello friends
i have a problem with my bluetooth
i have last arch kernel(5.11.2-arch1-1) installed with gnome desktop

when i try to switch on bluetooth in gnome setting it doesnt work
and the output of  systemd status bluetooth is: http://ix.io/2RS4
but when i enable and restart bluetooth service with systemd (systemd enable bluetooth.service and systemd restart bluetooth.service) the bluetooth is working and i can turned it on
but it failed to switch on again when i switch off bluetooth

also i check /etc/udev/rules.d and there is no rule about bluetooth there
how can i fix this ?

Failed to set mode: Blocked through rfkill (0x12)

Unblock it with rfkill?

Yes i try that
when i unblock it with rfkill and start with systemctl the bluetooth has worked well but when i turned off bluetooth it blocked again and i cant switch it on from setting
