Automatic Fan Speed Control Failure (amdgpu RX 580)

Today, while the system was running fine as it has been for the past year or so, the fans in the gpu stopped suddenly under normal operation. Rebooting did not fix the problem. Now, the GPU fans stop running after early userspace starts. They run fine before that, but between rEFInd launching the kernel and the password prompt for the root partition (LUKS), they stop.

After logging in, the following values are read from files under /sys/class/drm/card0/device/hwmon/hwmon0/

$ cat name
amdgpu
$ cat pwm1_enable
2
$ cat fan1_input
1671
$ cat fan1_target
1671
$ cat fan1_enable
0

fan1_input and fan1_target are not consistent between reboots, but they are always equal and never change. Perhaps they're the values the fans were at prior to them suddenly stopping.

Enabling manual fan speed control works fine:

# echo 1 > pwm_enable && echo 109 > pwm1

The fans spin up and fan1_input reads 1740+-2.

Strangely, enabling automatic fan speed control after enabling manual mode works as expected (including sensor fan1_input), but the card now makes an audible continuous beep while in automatic mode.

I don't understand fan1_enable. From documentation I've read, it should enable or disable the sensors; 1: Enable and 0: Disable. The sensors seem to work fine in both manual and automatic mode (after enabling manual mode). Writing 0/1 to this file does weird things. It seemed to enable automatic mode while pwm1_enable was 1 (manual) and I couldn't get it back to manual mode.

I ran pacman -Syu the boot prior to the one of initial failure. /var/log/pacman.log

I tried downgrading linux (5.11.4.arch1-1 -> 5.11.1.arch1-1), but that didn't work.
