OpenCL doesn't detect second GPU

Hello, I am trying to use a second RX5500 GPU in a computer that already has a GPU of that exact same model.
Video works fine on both, even though I can only control the fans on the GPU with has a monitor attached.
The real issue is opencl. I was hoping to be able to use it on both at the same time for mining, but only the first one shows up in clinfo.
I have tried both opencl-amd and rocm-opencl-runtime with the same results. Mesa on the other hand shows both devices, and so does lspci.
