cant change keyboard layout to german

Hallo i do run a sytem with  bspwm window manager. I do have following problem: i can not use tilde and other symbols but if i do localectl i get following output
   System Locale: LANG=de_DE.UTF-8
       VC Keymap: de
      X11 Layout: de

if do: setxkbmap de
my problem is fixed but only until i reboot. how to i fix this problem permanently ?
