Editing GTK3 themes?

Hi there, I'm currently using openbox with the arc-dark GTK2/3 theme, and I wanted to change a couple colors cause they don't fit with the rest of my desktop, but I can't figure out how to edit the GTK3 theme. I understand how it works with the GTK2 themes, but the file /usr/share/themes/arc-dark/gtk-3.0/gtk.css only contains

@import url("resource:///org/gnome/arc-theme/gtk-main-dark.css");

so I can't figure out how I'm supposed to edit it. Am I doing something wrong?

Perhaps it is in /usr/share/themes/arc-theme instead?
