How to put Bluetooth in HCI mode for LUKS drive encryption login?

I've read that it's "sometimes" possible to put a Bluetooth dongle/adapter in to "HCI mode" so that things like keyboards can work for LUKS password entry and to navigate within the BIOS, but haven't been able to find info on how to do this.

My Bluetooth device:

Bus 001 Device 005: ID 8087:0029 Intel Corp. AX200 Bluetooth

Is this possible? If so, how?
