XFCE pixel noise

When I start XFCE there's some streaks of pixel noise that go away as soon the desktop appears. That's not much of a problem, but then the frames and titles of windows are rendered with noise / dotted lines.

The frames look fine again when I click on Hide frame of windows when maximized in Window Manager Tweaks, but it doesn't make a difference if this setting is on or off when I start XFCE.

This should be to your graphics driver and hardware. I'd try looking in the ArchWiki article about your graphics hardware and see what's recommended exactly about how to set up the driver etc.
