Stop restoring backlight state on resuming from suspend

On resuming from suspend, my laptop display would go to full brightness. I used a resume service file to try to fix the issue, but now on resuming the display first goes to full brightness for a split second and then lowers, resulting in a disconcerting flash every time I open the laptop.

This is what is happening every time the lid is opened (journalctl):

Jun 17 15:35:29 macarch systemd-logind[317]: Lid opened.
Jun 17 15:35:29 macarch systemd-sleep[1308]: System resumed.
Jun 17 15:35:29 macarch kernel: video LNXVIDEO:00: Restoring backlight state

I suspect the third line is where the issue lies. I tried stopping systemd-backlight from restoring the backlight by setting the kernel parameter systemd.restore_state=0 and masking the systemd-backlight@ services as suggested here. This has not fixed the problem.
