I'm using Arch with Gnome DE and neither gnome shell or the apps can access geoclue for location. I checked systemctl status and it is running and active, however it had one error: Failed to connect to avahi service: Daemon not running
I've enabled avahi-daemon, and this error is gone now, but it didn't solve the problem. The only fix I've found so far is to manually restart the service with systemctl. That works always.
