Bluetooth mouse not recognized, hcitool gives IO error

My new bluetooth mouse is not recognized by the gnome or bluetoothutilz. I thought it might be the issue that it is too low energy, as mentioned in the wiki, and tried

hcitool lescan

to find it. But it gives

 
Set scan parameters failed: Input/output error

I tried restarting everything including my laptop, but the problem persists. What could be the cause?

I have the same problem and finally find that `hcitool` is deprecated. Try `btmgmt` instead.

sudo btmgmt le on
