TUI Environment, does is exist??

We've all used the CLI to do things on our systems, and we've all used a GUI, mostly Desktop Environments, to also do things on our systems.

What I'm truly curious about is does a fully TUI environment exist?? Something that would provide a TUI setting to the CLI where anything and everything that can be done on the CLI exists, but being about to run completely without any X components whatsoever. Think something similar to Midnight Commander, but not just a file manager, something that provides a near-full environment to do any work in. This isn't something that I'm looking for to use immediately, I'm merely curious if such a thing exists.

Apart from emacs there is tmux, twin and monotty depending on what exactly you want.
